A GLIMPSE OF SCUAA in FESSAP HISTORY

Early beginning of SCUAA (State Colleges University Athletic Association)was in 1953 when three institutions of higher learning, the Philippine Normal College (PNC), Central Luzon Agriculture College (CLAC) and the Philippine College of Commerce (PCC) organized themselves to form the State Colleges Athletic Association (SCAA). In 1959, the Philippine College of Arts and Trades (PCAT) became a member of the association. This was under the stewardship of President Naval of the Philippine Normal College.
State Colleges Athletic Association (SCAA) increased its membership in 1971 to a total of 19 states colleges: Manila, Cavite, Batangas, Bulacan, Tarlac, Nueva Ecija, Isabela, Cagayan and Mountain Province. The conversion of the Philippine College of Commerce and the Philippine College of Arts and Trades into Universities necessitated the change in its organization; hence, it became the State Colleges and Universities Athletic Association (SCUAA). With the proclamation of Martial Law however, the association became dormant for quite some time.
In 1974, it was re-organized and revitalized upon the initiation of President Isabelo Crisostomo of the Philippine College of Commerce (PCC) now Polytechnic University of the Philippines (PUP). Four member institution namely: the Philippine Normal College (PNC), now Philippine Normal University (PNU), the Philippine College of Arts and Trades (PCAT), now Technological University of the Philippines (TUP), Eulogio “Amang” Rodriguez of Science and Technology (EARIST) and Rizal Technological Colleges (RTC) now Rizal Technological University (RTU) framed the new Constitution and By?Laws to distinguish it from the previous organization - from SCAA to SCUAA then renamed SCUAA II and back to SCUAA. .
The association took a new feature, the inclusion of Administrative and Faculty (ADFA) competition. This emerged in a show of skills in games such as: Basketball, Badminton, Chess, Lawn Tennis, Table Tennis and Volleyball.
Member institutions took turn in hosting the SCUAA Meet. The first meet was held in March 1975, hosted by the Philippine College of Commerce now (PUP) followed by the succeeding meets up to 1979 hosted by the Philippine College of Arts and Trades, now (TUP), Philippine Normal College now (PNU), Eulogio “Amang” Rodriguez Institute of Science and Technology (EARIST), in that order. The fifth meet which was supposed to be hosted by Isabela State University (ISU) was cancelled.
It was in 1981 that Isabela State University (ISU) made its turn in hosting. Eleven member institutions actively participated namely” Catanduanes State College (CSC), Eulogio “Amang” Rodriguez Institute of Science and Technology (EARIST), Mariano State University (MMSU), Philippine Normal College (PNC), Polytechnic University of the Philippines (PUP), Rizal Technological Colleges (RTC), Tarlac College of Agriculture (TCA), Technological University of the Philippines (formerly PCAT), University of the Philippines at Los Baños (UPLB) and the host institution - Isabela State University (ISU).
In 1982, Rizal Technological Colleges had its turn in hosting with the inclusion of the new member, the Palawan Teachers College (PTC).
In 1984, the Technological University of the Philippines should have hosted SCUAA Meet. Due to economic reverses, the consensus of the members was to defer the holding of the meet until such time that our economy improves.
At the start of the year 1985, upon the initiation of TUP as host, it planned the feasibility of pushing through the SCUAA meet. It was during one of the SCUAA Executive Board meetings that a different format of holding the meet was envisioned. Some Regions have organized their SCUAA and this led to the concept of a National SCUAA making the different regional SCUAA as satellites. This was the year when the Philippine Merchant Academy joined in as a new member of the association. A year after, the Philippine State College of Aeronautics known before as PSCA, now PHILSCA, also joined increasing the number of SCUAA members within the National Capital Region to six (6)
The decision to adopt the National SCUAA by regional representation was approved on January 31, 1985 and TUP confirmed this during the Executive Board meeting held at the Mountain State Agricultural College (MSAC) on September 7, 1985.
As there was a changed of format, there was also a need to change the name SCUAA II as an association. The reason for which is: there is SCUAA I in Region I, SCUAA II in Region 2, SCUAA III in Region 3, SCUAA IV in Region 4 and so on. Hence, it becomes imperative to change SCUAA II to SCUAA-NCR to identify itself as the State Colleges and Universities Athletic Association within the National Capital Region.
The staging of the first National SCUAA was held in February 16-20, 1987, hosted by TUP. It should have taken place the 3rd week of February 1986 but due to unfavorable climate prevailing at that time caused by the February Revolution, it was twice cancelled. With the withdrawal of two regions (Region II and III), the first National SCUAA left five participating regions - Region I, IV, V, VIII and NCR.
Today, SCUAA is a strong supporter of Federation of School Sports Association of the Philippines (FESSAP) and has finally gained its own identity in the national level along with the National Sports Associations as it consistently holds its Annual Meet both regional and national levels.
